摘　　要：资源枯竭型城市由于资源的枯竭而使城市社会矛盾日益突出,危机加剧,城市原有的功能和作用逐步衰退或丧失。资源枯竭型城市目前面临的境况需要人们去正视、分析和纾解,在资源枯竭型城市社会危机纾解及其和谐环境构建中,要牢牢把握一个根本——城市转型,构建一个机制——公共危机管理机制,在不断妥善处理各种问题中积极推进城市转型,促进和谐城市环境建设,切实维护社会稳定和人民利益。Resources exhausted city due to the depletion of resources and make the city social contradiction is increasingly outstanding, crisis, the city＇s original function and role of progressive decline or loss. Resources exhausted city present situation we need to face up to, analysis and relieve, in resource exhausted city social crisis relief and harmonious environment construction, want firmly to hold a fundamental transformation City, build a mechanism -- the public crisis management mechanism, and properly deal with various problems in the continuous advance a city actively to promote transformation, harmonious city environment construction, maintain social stability and the interests of the people.
