“地沟油”治理的困境与出路

摘　　要："地沟油"长期以来在我国屡禁不止,很大程度上原因在于其利润巨大,而我们的检测方式、监管方式都相对滞后,相关的制度规定也不明确。从国外实践经验来看,政府通过财政、税收等经济手段的有效引导、运用行政和法律手段严格监管和处罚,以及民众的法律道德水平提升都是消灭地沟油的重要因素。在我国现阶段,政府应该走出事后检测、技术依赖的困境,确立源头治理、全程监管的理念,建立政府引导、企业运作的治理和监管模式,并高度重视生物能源发展的前景,为根治"地沟油"寻找最佳的出路。For quite a long time,alluring profits and absence of effective supervision jointly contribute to the rampancy of ＂gutter oil＂ business.Besides,there lack of relevant laws and regulations to curb the production and sale of ＂gutter oil.＂ In some foreign countries,the governments usually adopt legal,administrative,fiscal,taxation measures to supervise and punish the illegal production of ＂gutter oil.＂ Legal awareness among the public on food safety also plays key role in the control of used kitchen oil.In China,the government should not follow the beaten track in the administration of ＂gutter oil,＂ instead it should adopt control measures from the origin of production as well supervise the whole process of circulation.During the control of ＂gutter oil,＂ governments and enterprises should play their role respectively.Moreover,all the parties involved should pay high attention to the development of bio-energy,with the aim to find a best way out for the use of ＂gutter oil.＂
