魁北克问题与加拿大的多元文化政策

摘　　要：加拿大双语框架下的多元文化政策,是在魁北克分离主义政治运动兴起的情势下,特鲁多总理主导的加拿大联邦政府为应对挑战并谋求最终化解这一政治难题而出台的战略国策。加拿大版本的多元文化政策的实施,对孤立和打击魁北克分离主义势力从而使联邦当局两次取得反政治分离主义的重大胜利功不可没。但是魁北克问题并没有因为双语框架下的多元文化政策的实施而得到根本解决,某些方面甚至更加恶化。从魁北克问题的演进来看,加拿大双语框架下的多元文化政策并未取得预期的成效。Canada’s policy of multiculturalism within bilingual framework was introduced in response to the challenge of political separatist movement in Quebec,by Canadian federal Liberal premier Trudeau,with a purpose of finally resolving this political problem and as a strategic national policy.As the result of implementation of the multicultural policy of the Canadian version,Quebec separatist forces were isolated and defeated in the two referendums on Quebec separation.However,the Quebec problem has not been solved at last,and even some aspects of it are more deteriorated.
