摘　　要：进入21世纪以来,美国国防情报业界进行了一系列改革,其改革目标明确,分战略目标、长期目标和现实目标三个层次,改革举措主要体现在八个方面,内容丰富,措施得力,总体而言,成效明显,但也存在权力扩张和政策缺陷等不足。美国国防情报业界还探索出了颇具特色的国防情报改革"SCTII模式"——共享、合作、转型、创新、融合。这些都值得研究和借鉴。A series of reforms of the U.S.defense intelligence community has been conducted in the new century.The goal is clearly defined,featuring the strategic goal,the long-range goal and the immediate goal.From a holistic point of view,the reform is extensive,effective and practical,in spite of its tendency of power expansion and policy inadequacy.The U.S.defense community has established a brand-new SCTII Model,meaning sharing,cooperation,transformation,innovation and integration.
