摘　　要：党和政府与农民的互动,是指党和政府与农民通过治理和参与而发生的相互依赖性行为的过程。这个互动关系对农村发展的进程影响很大,其互动的效果要实现良性、和谐,必须以利益协调为基本方略,密切党群、干群关系,建设蕴含新价值的农村文化,通过这些做法,使各个要素处于一个有机的系统之内,合理安排、科学搭配。The interaction between the CPC,the government and peasants refers to the mutual process of governance involving peasants,and it has far-reaching influence on the rural development.In order for a benign interaction between the three parties to be realized,the principle of benefits adjustment should be adopted by the government and a close CPC-Masses relationship and a new rural culture with new dimensions should be established,thus balancing the various factors defining such interaction.
