摘　　要：目的研究建立空运出入境货物仓储企业检验检疫监管体系,保障国境口岸卫生和出入境货物安全。方法制定一系列契合实际、奖惩分明的监管办法,研究开发有效覆盖各相关方的信息化监管平台。结果确立了科学合理的企业评价指标,以及切实有效的奖惩措施,初步实现了信息化管理,推动了口岸仓储企业卫生许可工作进展。结论该体系提升了检验检疫机构监管效能,较好地服务于上海航空枢纽港建设,并探讨了该体系进一步发展的方向。Objective To construct an inspection and quarantine regulatory system for entry-exit air cargo storage enterprises, and to safeguard the frontier health and entry-exit cargo security. Methods A serial of regulatory measures were established feasibly, moreover the rewards and punishments were distinct. An informationalized supervisory platform was developed, which covered each relevant parties effectively. Results The scientific and reasonable evaluation index and impactful rewards and punishments for the enterprises were established. The informatization management was initially realized. The process of santitary licensing for storage enterprises at port was impelled. Conclusion The system promotes reguahion＇ s efficiency of inspection and quarantine bureaues, and supplies service to Shanghai air transportation hub construction. Finally, the development direction of the system in future was discussed.
