关于实现包头市各级财政良性循环的思考

摘　　要：近年来,包头市财政收入总体增长缓慢,而财政支出增幅较快,财政分配矛盾日益突出,财权和事权不对称,一定程度上使本级和各旗县区财政出现困难,财政任务更加艰巨。有鉴于此,研究如何发展包头市经济,改变地方财政困难,优化财政支出、加强支出管理,提高资金使用效益,从而实现包头市各级财政良性循环,更好地发挥财政职能的作用,推动包头市经济健康快速发展具有重要的意义。In recent years, the overall fiscal revenue of Baotou growth is slow, but fiscal spending is the rapid increase, the financial allocation become increasingly prominent, property rights and powers asymmetric, to some extent, the level and all counties and district financial become difficulties, financial task more difficult. In view of this, we should study how to develop the economy of Baotou, Change the local financial difficulties, optimize the financial expenditure, strengthen expenditure management, improve capital efficiency, thus achieve the realization of virtuous cycle of all levels of financial of Baotou, play the role of financial functions, and promote the healthy and rapid development of Baotou economy.
