摘　　要：城市社区居民健康保障与促进是新时期民生改善的重要课题,也是实现"执政为民、以人为本"及"健康第一"的执政新理念。采用文献资料、访谈等方法对城市社区公众健康管理与促进的内容、步骤及方法进行分析,提出了重视城市社区居民健康的管理与组织建设;建立社区居民健康发展基金;重视城市公众健康宣传与健康教育;组织社区居民进行定期的健康体检;建立城市社区居民健康档案;整合社区居民健康促进资源等健康保障与促进等策略。It is not only an important concern for improving people＇s living standard in new era,to ensure city＇s community residents＇ health security and the enhancement,but also a kind of way to achieve the such new ruling concept as ＂governing for the people,people-oriented＂ and ＂ health first＂.By means of literature and interview,this paper conducts an exploration and analysis on the city＇s community residents＇ public health management and enhancement,the respective process and measurements,putting forward strategy on the health security ensuring and enhancement as follows： due attention to healthy management and organizations＇ setting up for city＇s community residents;establishing of their health development fund,attaching attention to their public health promotion and education;organizing residents to have regular health checks;setting up the residents＇ health files and integrating residents＇ health enhancement resources.
