摘　　要：建立了一种不确定权重条件下基于竞争视野优化的多属性评价模型。假设评价对象有提高自身优势和降低竞争视野中竞争对手优势的双重目标,且通过公平竞争获取权重。将模型应用于南京市某区高技术投资项目的方案优选。该模型不受决策者主观偏好的影响,一定程度上保证了投资项目决策的科学性和公正性。A multi-attribute evaluation model with partial weights information is established, which under the assumption that evaluation objects have double goals of improving their own advantages and decreasing their compet- itors＇. In the model, evaluation objects obtain the weights through fair competition. The result of the model is not effected by subjective preferences of decision-makers, so it could ensure the decision-making process more scientific and impartiality when be used in decision making high-tech investment projects of a district in Nanjing.
