摘　　要：通过模糊数学理论和层次分析法(AHP),以"质—量相结合"的途径,建立了历史文化街区公共安全评价模型.进而通过对影响历史文化街区公共安全的各类致灾因素作用机制分析,建立具有针对性的评价因子集合,最后用提出的评价步骤和设计的评价指标对具体实例进行了分析和验证,旨在探索适合历史文化街区公共安全的评价理论和方法.The public safety evaluation model of historical and cultural blocks is set up on the basis of the means of the combination of quality and quantity through the fuzzy mathematical theory and analytic hierarchy process （AHP）. And then a directional evaluation factors set is established by the mechanism analysis of hazard-formative factors of historical and cultural blocks. Finally some concrete examples are analyzed and verified by the evaluation steps and indexes put forward in this paper, so as to explore the theory and methods of the evaluation of public safety in historical and cultural blocks.
