摘　　要：随着航运经济的快速发展,船舶交通流量不断增加,交通形式日趋复杂,造成VHF通信繁忙和拥堵,严重影响通信秩序和交通组织,给有效监管和优质服务带来诸多障碍。在借鉴目前国内外各港口分频分区成功经验的基础上,对VTS分频分区的主要影响因素、基本原则、方法及管理模式进行了系统的分析。以天津港为例进行实例分析,效益分析结果表明VTS分频分区是实现VHF通信分流和各分区之间协调管理的最有效方法。With the development of maritime economy,the vessel traffic flow is increasing rapidly and marine traffic situation is becoming more and more complex,which leads to the jam of VHF communication and harmful influences on the communication order and traffic organization.On the basis of the experiences of ports at home and abroad,the main factors,fundamental principles,methods and supervision mode of VTS regionalization and frequency allocation are systemically analyzed.The practice in Tianjin port indicates that reginalization and frequency allocation is the most effective approach to seperate VHF communication and strengthening coordinated management among sub-areas.
