摘　　要：随着我国社会主义市场经济体制改革的深化和社会的发展进步,多样化的社会养老保障体制将向统一的社会养老保障体制过渡,最终形成一体化的社会养老保障体制。养老保险是养老保障内容中居于首要地位的经济保障,社会养老保险一体化是社会养老保障一体化的关键。统筹城乡社会养老保险一体化发展,首要的是加快欠发达农村地区新农保制度的推行;其次是构建多层次的、灵活的基本养老保险一体化模式;最后是分阶段有步骤地推进。With the deepening of the reform of China＇s socialist market economic system and the development of economic society,various types of social old-age security systems will change into an integrated social old-age security system.Old-age pension insurance is the most important part of old-age security.The integrated old-age pension insurance system is the key point in the integrated old-age security system.To integrate urban and rural basic old-age pension insurance system,firstly we should promote the new insurance system in the less developed rural areas.Secondly,we should establish a multi-level,flexible and integrated basic old-age pension insurance system.Finally,we should carry it out step by step.
