摘　　要：思想库在美国的决策体制中有着十分重要的作用,美国思想库之一"新美国世纪计划"在美国发动伊拉克战争中所起的作用就是例证。该思想库于1997年成立伊始,就极力倡导新里根主义的外交政策,主张美国的霸权与扩张;小布什时期新保守主义占据美国政府的主导地位,"新美国世纪计划"鼓吹对伊拉克实施政权更迭,加之"9·11"事件,导致阿富汗战争尚未结束美国又发动伊拉克战争,推翻萨达姆政权,推行所谓"自由民主"的中东。虽然,"新美国世纪计划"鼓吹发动战争,但战争的后果就难如他们所愿了。In the U.S.,think-tanks can have a very important role in the decision-making establishment.One of them,Project for the New American Century is a case in point,which played a very important role in the U.S.war against Iraq.The PNAC,at the onset of its establishment in 1997,spared no effort to introduce the foreign policy of New Reaganism and stood for U.S.hegemonies and expansion.At the time when the neo-conservatism held sway in the Bush,Jr.Administration,the PNAC advocated a regime change in Iraq.Especially after the outbreak of the '9.11' attack,the U.S.was led into launching again a war against Iraq before the termination of its war in the Afghanistan,and toppled the Saddam regime for the purpose of promoting the so-called 'freedom and democracy' in the Middle East.Although people at the PNAC seemed bent on advocating for war,they were hapless and not be up to deciding the outcome of the war.
