摘 要:目的了解北京市朝阳区成立疾病预防控制(以下简称疾控)工作站在重大活动保障中对公共卫生事件处理工作的作用。方法以北京奥运会期间公共卫生事件处理工作为例,采用回顾性调查、现场实践效果分析及访谈方法,收集资料并进行分析。结果成立疾控工作站使得在重大活动保障中处理公共卫生事件的组织体系、工作方法、工作效率发生改变。(1)组织体系:增加了疾控工作站处理的环节。(2)工作方法:在重大活动保障时由以前的疾控中心一家处理公共卫生事件转变成疾控中心和疾控工作站划片处理。(3)奥运会期间的应用:①2008年7—9月期间处理公共卫生事件91件,较2007年同期处理的突发公共卫生事件(43起)增加了1.12倍;②2008年7—9月朝阳区疾控中心处理的公共卫生事件,从接报到流调人员到达现场的平均时间为(20.5±9.4)min,比启动疾控工作站前的2007年同期的平均时间[(41.4±16.1)min]缩短了20.9 min;③在2008年7—9月奥运会期间,16.5%的公共卫生事件是在接报后10 min内到达现场,47.3%的事件是在10~20 min内到达现场,27.5%的事件是在20~30 min内到达现场,共计有91.2%的事件在30min内到达现场。(4)访谈结果:100%(32/32)的受访者认为设立疾控工作站这种工作模式很好,可以很好地解决应急工作中的一些难题。93.75%(30/32)的受访者认为疾控工作站在奥运期间的城市运行保障中发挥了重要的作用。6.25%(2/32)的受访者认为疾控工作站在奥运期间的城市运行保障中发挥了一般作用。结论建立疾控工作站,是朝阳区的一项举措,它进一步完善了朝阳区现有的公共卫生事件应急机制,全面提高重大活动保障期间公共卫生事件综合应急能力。[Objective]To understand the effect of the establishment of disease control workstation in Chaoyang District on response to public health events in security ensuring of important activities.[Methods]The article takes the response to public health events during Beijing Olympic Games for example.By using the retrospective survey,effect analysis of field application and interviews,the data were collected and analyzed.[Results]The establishment of disease control workstation changed the organizational system,working methods and efficiency in response to public health events in security ensuring of important activities.(1) The organizational system: adding the processing link of disease control workstation.(2) The working methods: the public health emergencies had been responded by CDC alone in the past,and now are dealt with by CDC and disease control workstation according to designated regional processing.(3) The application during the Olympic period: ① There were a total of 91 public health events from July to September 2008,which increased by 1.12 times as compared with that in the same period of 2007(43 events).② Among the public health events responded by Chaoyang CDC from July to September 2008,the average time from receiving a report to staff arrived at the scene was(20.5±9.4) min,which was shorten by 20.9 min as compared with that in the same period of 2007(41.4±16.1) min.③ From July to September 2008,the staff arrived at the scene within 10 min after receiving a report in 16.5% of public health emergencies,47.3% were within 10-20 min,and 27.5% were within 20-30 min after receiving a report.In 91.2% of events,the staff arrived at the scene within 30 min.(4) Interviews: 100%(48/48) of the respondents believed that the establishment of disease control workstation mode is feasible,which can solve some problems in the emergency response.93.75%(30/32) of the respondents believed that disease control workstation plays an important role in ensuing city running duri
