摘　　要："故府"不是"旧府"而是"故事之府"。所谓"故事",是指过去("故")的盟誓约定,而盟誓约定的主要内容是要求被策命者履行国家行政之"事"。因此,故府即盟府。称其为"故"府,是为了强调其"过去"的盟书能够为当下的政务提供案比或依据。而从"盟府"到"尚书"的变化,则反映了在国家行政事务中,带有原始色彩的盟约已经让位于法律文书,本质上体现了神圣性逐步下降、人本性日益增强的历史演进历程。Gufu is the mansion of the past affairs rather than the old mansion. The so-called past affairs are alliance oath and engagement of past whose main contents are the people who take orders performing national administrative matters according to requirements. So Gufu equals Mengfu. The reason why we call it Gufu is to emphasize that the past oath of alliance can provide cases and basis for present government affairs. Yet, from Mengfu to Shangshu, the change ready yield to legal documents, and it essentially been decreasing and people-centeredness has been shows that oath of alliance with primitive color has alreflects the historical evolution in which sacredness has increasing gradually.
