三维效应、三维结构与农村土地综合整治的关联度

摘　　要：在现阶段政府主导型的农村土地综合整治进程中,各级地方政府对整治的目标存在认识偏差,导致在整治实践中存在政策扭曲和行为异化。在对农村土地综合整治进行矛盾检视的基础上,以"经济—社会—生态"三维效应对其进行目标复位,构建"逻辑—时间—知识"三维结构技术路线。从宏观战略层面,应围绕国家战略目标和战略主线,加强对农村土地综合整治的顶层设计;从微观操作层面,应完善土地权利法律救济,实施农村土地综合整治一把手制度和农地保护领导干部责任审计制度,协同推进城乡建设用地整理。In the process of temporary government-oriented rural land comprehensive remediation, local governments at all levels have recognition deviations for the aims of rural land comprehensive remediation, which has resulted in serous policy distortion and behavior dissimulations in the practice of this remediation. Based on the conduct of contradictory view to rural land comprehensive remediation, the paper resets the targets with ＂economic-social - ecological＂ three-dimensional effect, build a technical route with ＂logic-time-knowledge＂ three-dimensional structure. From the macro strategic level, we should strengthen the comprehensive improvement of rural land＇s top- level design around the national strategic goal and strategic masterstroke; perfect legal relief of land rights from microcosmic operation level, carry out the leadership responsibility system of rural land comprehensive remediation and the leadership auditing system of rural land protection to coordinate the land construction and consolidation both in urban and rural .
