摘　　要：达州作为川东北地区人口、农业大市和工业重镇,在加快小城镇建设方面取得一定成效,但也存在一些问题,针对达州小城镇建设中存在的问题,从科学规划、产业转型、集约用地、市场运作、多元投资和户籍改革等方面入手既解决"吃饭和发展"的矛盾又积极推进小城镇建设,实现"人地"同步城镇化。As a big population and agriculture city and industrial city in northeastern Sichuan, Dazhou achieved certain results in speeding up the construction of small towns, but there are some problems. For the problems, this paper solved the contradictions between ＂eat and development＂ and actively promoted the construction of small towns from the scientific planning, industrial restructuring, intensive use of land, market operation, diversified investment and household registration reform and other aspects, to achieve syne urbanization of people and land.
