摘　　要：迫于"一票否决"的政绩考核指标的压力,基层领导干部往往采取高度依赖压力体制、强力堵压、运动式治理等方式进行维稳,从而使基层维稳陷入"越维稳越不稳"的现实困境。由此,积极探索破解基层维稳困境的良方显得尤为迫切。这些破解良方大致包括:以尊重民众利益诉求推进社会公平建设、以建构人性化的维稳新思维提高干群沟通能力、以充分发扬基层民主引导基层群众自治等方面。Under pressure of veto-wielding government achievement, Grassroots leading cadres stabilize depend on pressure system and moving management, so that the grass - roots level stabilize in a difficult position that more stabilize and more unstable. So it demands that explore cracking method that the grass - roots level stabilize in a difficult position. Method include respecting the public express interest to promote social equity construction, constructing humanity new stability thinking to improve communication between cadres and the masses, promoting democracy of basic level and strengthening self - governing at the grassroots level, etc.
