摘　　要：笔者基于筹备新馆建设的经历与思考,以蓝田县图书馆建设为蓝本,认为县级公共图书馆建设应遵循"以用优先,兼顾各方,以人为本,注重特色"的基本原则和设计理念,按照《公共图书馆建设标准》要求,体现全新的设计理念,形成更加实用和人性化的公共图书馆建设构架。On the basis of his own experience and the preparation for the new building of Lantian County Library, the author takes the Lantian County Library construction as an example, expresses a view that we should follow the principles and design concepts of ＂practicality priority, overall consideration, people -oriented attitude, emphasizing the characteristics＂ in constructing the county level libraries. Library designers should also follow the ＂Public Library Construction Standard＂ to embody a new design concept and to create a more practical and humanized public library construction framework.
