摘　　要：本文借鉴我国城市区域图书馆联盟的发展经验,结合西安市各类型图书馆参与共建共享的现状,从西安市图书馆事业和社会发展的需要出发,提出了西安市图书馆联盟建设的策略和内容。Using the beneficial experiences in the development of regional library consortia in China＇ s urban area, combining the current situation of the participation in the co - constructing and sharing the consortia by various libraries in Xi＇ an City and also starting from the needs of library development in Xi＇ an and the requirements of the society, this paper proposes some strategies and ideas for the construction of library consortia in Xi＇ an.
