摘　　要：石油为卡扎菲政权带来了巨额收入,但国际油价的波动、西方的制裁以及国内石油利益的分配不公带来了严重的政治、经济问题,并导致卡扎菲政权最终覆灭。截止2012年年中,利比亚的石油生产已经基本恢复到战前水平,从而全面有力地推动了整个经济重建。在后卡扎菲时代的利比亚石油政策中,石油产业的恢复与发展居于首要地位,同时在相当长的时期内利比亚石油产业必然向国际石油公司开放,而这种开放中的政治因素又使西方石油公司可以在重建中抢占先机。中国石油企业进入利比亚石油勘探与开采领域充满困难,但可以在石油服务行业中有所作为。Oil exportation brought huge revenues for the Gadhafi Government, but fluctuations of international oil prices, sanctions imposed by Western powers, and inequitable distribution of oil income brought Gaddafi＇ s Libya serious political and economic problems, and caused Gaddafi regime to collapse. Current economic reconstruction also depends on benefits of oil production and exports. Although oil production has been basically restored to pre - war levels as of Mid - 2012, many political and economic problems associated with oil still challenge the new Libyan Government. In the era of post - Gadhafi, Libya＇ s oil policy is as follows ： Firstly, rehabilitation and development of the oil industry are of primacy in National Recon- struction; Secondly, in a very long period in the future, Libya＇ s oil industry will open to international oil companies; Thirdly, political considerations are so impor- tant that Western oil companies are taking advantages in Libyan reconstruction. It is fraught with difficulties for China＇ s petroleum enterprises to involve in Libya oil ex- ploration and production, but with respect to have some opportunities. oil services, Chinese companies may
