摘 要:为了抑制过热的房地产投资活动和稳定房价,国家进行了数轮房地产市场宏观调控,接连出台了多项宏观调控措施,涉及投资、信贷、财政、税收等多方面。但是,部分宏观调控措施存在违反现行法律等一系列现象和问题,违反法治理念,直接影响了调控的效果。房地产市场宏观调控关系国计民生意义重大,有必要将其纳入法治轨道,增强宏观调控的正当性与权威性。For the purpose of stabilizing suppressing the housing investment being hotter our country make several rounds of macro-control on housing market and continuously issued multiple control steps which re- ferred investment, loan, finance and tax etc. However, part of the macro-control measures have problems of violating current law and idea of ruling by law which directly influent the effect of macro-control. Macro-con- trol over housing market is of great significance and referred to national economy and people's live hood, which shall be added to the ruling by law system so as to enhance its correctness and authoritativeness.
