摘　　要：作为官方设立的正规社会教育机构,民国通俗讲演所的人事设置虽十分简单,但却有着极其缜密严谨的运行准则,在人事选拔、人事培养、讲材编订、讲演程序及讲演技巧等诸方面均有章可循,这保证了其运行的较高质量。As an official institution for social education, the personnel set of Popular Speech Institute of the Republic is very simple, but it has an extremely careful strict operation criterion, in personnel selection, human development,the material editor, lecture program and speech skills and other aspects, which ensure the high quality of the operation.
