摘　　要：执政党的纲领章程是执政党意识形态、执政理念、治党原则的承载体。本文基于对国外一些执政党纲领章程建设的反思,从执政党的意识形态、执政理念、治党原则三个维度展开研究。面对全球化、民主化、信息化的时代特征,国外一些执政党纲领章程建设呈现出矛盾。通过纲领章程建设上不断调整,国外一些执政党适应时代变化的要求,促使其意识形态、执政理念和治党原则的变迁与演进更能适应时代的变化,对环境的变化作出最具挑战性的反映。The ruling Parties' program is the bearer of the ruling Parties' ideology,governing philosophy and principles of administering the Party.This paper based on the construction of some foreign ruling Parties' program and prospectus from the three dimensions to study:the ideology of the ruling Party,of the concept of governance,the principles of the Party.Face the globalization,democratization,the information of the characteristics of the times,some foreign Party's program building shows contradictions.Through the program prospectus construction on constantly adjust,some foreign ruling Party to adapt to the changing requirements of the times,to promote its ideology,the changes and evolution of the concept of governance and the principle of the Party,they can adapt to the changing times,make the challenging reflected to environmental changes.
