县级财政支农资金整合实现路径研究——基于浙江省的调研

摘　　要：针对政府支农投入资金来源渠道多、投向相近、目标相似、资金使用效益欠佳等现实问题。笔者结合浙江省财政支农资金整合的调研,通过建立财政支农资金整合效果测定指标,对富阳市进行了实证分析,并结合研究对象的工作实践,有针对性地提出了与县级财政支农资金整合工作相配套的机制创新和制度安排。Since 2006, Zhejiang Province has implemented the policy of county-level integration of the funds for support- ing the Agriculture in order to increase the benefit of the funds. However, there are still some problems to be solved： the sources of the funds are various; the inputting directions and the goals of the fund are similar; the profit of the fund is not good ; the integration effect of the funds is not obvious, and so on. Based on the investigation in Zhejiang Province, the author builds the measuring indexes to analyze the case in Fuyang on the effect of integration of the funds for supporting the agricul- ture. Then, combined with the practice of the researching object, this paper proposes the suggestions which meet the require- ments of county-level integration of the funds for supporting the agriculture from the degrees of the system arrangements and mechanism innovations.
