摘　　要：在非经营性政府投资项目中,政府通过招投标的方式选择专业化的项目管理单位对建设项目进行全程或半程的管理,严格控制项目的费用、质量、进度、安全与环境目标,并对代建人的项目管理效果进行监管。多职能监管主体成分的复杂性经常造成监管的无序性,同时监管主体和代建人所处的监管环境也时刻发生着变化,这就要求政府构建一种能够协调各代建项目参与者的组织机制。本文将多智能体系统的概念引入非经营性政府投资项目的监管,从监管组织的角度构建了多智能体的组织结构及其运作机制,以便于代建项目的各参与方实现有效的沟通和资源共享,为解决不同职能组织间的协同监管提供了新的途径。Government selects the professional project management company to manage the whole or part of the construction project through bidding in the non-profitable government investment project.Project management company seriously control the objectives of cost,quality,schedule,safety and environment and government supervise the effective of project management.The complexity of regulatory body composition often results in the disorder of the regulation.At the same time,the environment faced by regulatory body and construction agent is always changing,which requires government to make an organizational mechanism to coordinate the agentconstruction projects participants in different identities.In this paper we introduce the Multi-agent system into the regulatory organization of the non-profitable government investment projects and build a multi-agent organizational structure and its operation mechanism,in order to achieve the effective communication and resource sharing among project participants.Also,this can provide a new way to solve the problem of coordination among different organizations.
