摘 要:公开选拔领导干部制度绩效评价是评价主体运用科学的标准、方法和程序,对公开选拔领导干部制度静态结构和动态运行过程所产生的绩效进行评定和划分等级,也即是对公开选拔领导干部制度"究竟干什么、究竟干了什么、应该干什么、究竟干得怎么样"的明晰。对公开选拔领导干部制度的基本内涵、本质与功能进行系统分析,是我们对公开选拔领导干部制度进行绩效评价的前提和基础,也是推动此项制度持续发展过程中非常紧迫的问题。Performance means the effective output which is showed at different levels in the process of achieving goals by behav- ioral agent. The performance appraisal of the public selection system for leading cadres is a process that the appraiser assesses and ranks the performance produced in the static structure and dynamic operation process of the public selec- tion system by using scientific criteria, methods and procedure, which is a clarity of what the public selection system for leading cadres(called the system ) is to do, what the system has done, what the system should do and how well the system functions. The systems analysis of the connotation, essence and function of the performance appraisal of the public selection system for leading cadres is the precondition and basis for us to make the performance appraisal for the public selection system for leading cadres, and the crucial problem in the process of promoting the sustainable de- velopment of the system.
