摘　　要：积极警务是基于善治理论框架下的实践探索,是警与民"在良性互动中"寻求社会管理的"善治",积极警务反映了政府与公民之间积极而有成效的合作;积极警务要求公安机关紧密结合新世纪新阶段社会治安形势发展变化的规律特点,围绕警务工作对象,警务工作所要实现的目的,社会公众对警务工作的需求等,充分发挥主观能动性,以积极预防为主,先发制敌、主动出击、严密防范、务实措施、便民利民。Active policing is a kind of practice exploration based on the theory framework of good governance, and also a kind of good governance to seek social management ＂in the benign interaction＂ between police and people. The active policing reflects active and effective cooperation between government and citizens, so it requests police departments to give full play to the subjective initiative, prevent and fight crime firstly, take practical measures and serve the people, with the combination of the characteristics of social security situation development in the new stage and around the subject and purpose of police work and the demand of the public to the ~olice work
