摘　　要：20世纪80年代以来,各类利益团体在我国地方性高校发展中的利益诉求发生了巨大变化。因此,从制度层面来合理安排各类利益团体对地方性高校的发展显得尤其重要。文章运用多中心治理的相关理论和分析框架,从宪法选择层次、集体选择层次和操作层次构建了我国地方性高校多中心治理的制度框架,分析了各类利益团体在各治理层次应该发挥的作用,并以宁波市2005年以来建设服务型教育体系的实践为例,分析了地方性高校实现多中心治理所面临的机遇和挑战。Since 1980s, the appeals for the interest of various interest groups have changed greatly in the development of local universities. So it is particularly important to settle various interest groups rationally from institution level as far as the development of local universities is concerned. From the levels of constitutional choice, collective choice and operation, this paper uses the relevant theories and analysis framework of polycentric governance to construct the institutional framework of polycentric governance in local universities, and analyzes the function that the interesl groups should perform. At last, based on the case study of the construction of service-typed education system in Ningbo, the paper analyzes the opportunities and challenges in the construction of polycentric governance in local universities.
