摘　　要：在我国特殊的"一国两制"体制下,大陆和港澳的司法机关和立法机关相互独立,这使得我国区际商事争议的解决在政府方面显得无能为力。试图从欧盟在解决各成员国的商事争议的理念和做法出发,分析我国各法域的商事争议不能得到有效解决的原因及其弊端,并提出建立民间性组织——区际仲裁协会,并对拟成立的仲裁协会未来的组织机构和职责做构想。Based on the policy ＂one country, two systems＂, Hong Kong and Macao established their own judicial office and legislature independent from the mainland, which makes our government incapable of settling the inter-district commercia｜ disputes. The paper attempts to analyze the drawbacks and reasons why the jurisdictions commercial disputes can not be effectively resolved and sugget establishing the Inter-district Arbitration Association （a civil organization） as well as its structure and functions in the light of the practices of European Union in tackling commercial disputes among the member states.
