摘　　要：加强与创新社会管理有其必要性与紧迫性,但不可否认,无论是加强社会管理还是创新社会管理,不能保证只对行政法治带来积极影响。冷静正视并努力防止与化解可能带来的消极影响,是一项重大的现实课题。基于共享权的共治型社会管理是以保障公民的共享权为基础,公民与政府共同管理社会的社会管理模式。它在政府的社会管理权力无疑有所扩张的背景下,强调公民的参与权与共享权,以共享促共治,有利于从根本上、源头上创新社会管理理念、社会管理格局和社会管理机制,有利于形成权力与权利的平衡,防止权力不作为、乱作为,促进社会管理的规范化与法治化。To strengthen and innovate in social management is essential and urgent,but no one can deny the fact that whatever it is to strengthen or to innovate in social management,can＇t certify bringing out positive impact only.It is a great realistic subject that we should face it calmly and tries our best to prevent and defuse the possible negative impact.Social management ruled by co-governance on the basis of sharing right is a social management pattern that citizens and government manage the social together,based on the protection of citizen＇s sharing right.Under the background of the undoubted expansion of government＇s social management power,it emphasizes citizen＇s participation right and sharing right,and promoting co-governance by sharing right,which benefits the innovation of the idea,setup and mechanism of social management at the source and primarily,as well as the formation of balance of right and power,and prevention of negative act and random act of power,in order to promote the standardization and legalization of social management.
