摘　　要：分析加拿大首席研究员计划(CRCP)实施的背景、战略目标、管理机制,重点阐述CRCP为实现目标采取的政策措施,指出我国的人才政策应该避免因地区发展不平衡造成的不公平,并且在完善管理机制的同时要加强部门间的合作。After analyzing the background, strategic objectives, management mechanism and measures of Canada research chairs program, the article points out that China＇s policy for talents should avoid the inequity resulted from unbalanced development among districts and perfect the management mechanism and strengthencooperation among departments at the same time.
