摘　　要：山东省科技发展决策支持平台的建立,能够更加有效的实现为省政府、省科技厅及相关领导提供即时而有力的决策支撑。围绕科技发展决策支持平台开展的前期研究,是建设平台的基础。本文集中阐述建设平台的基础和首要问题,建设平台的总体设计和功能设计。decision support platform of science ＆ technology development （DSPSTD） of Shandong province can provide a strong and firm decision support for the government, science ＆ technology office and leadership of Shandong province. Many fundamental research of DSPSTD is the basis job of platform construction. The article gives a centralized elaboration on the chief problem, total design and functional design of DSPSTD constluction.
