摘　　要：将系统控制理论引入高校科研质量监控,在分析科研质量监控系统特点和科研质量目标变量的基础上,对系统组成、各环节功能及其运行机制进行探索,构建开环前馈控制、闭环反馈控制相结合的科研质量监控体系。根据科研管理工作实际,从定性分析的角度对系统各环节间信息传递关系的数学模型进行描述。The control theory is introduced to the scientific research quality monitoring system in universities. Based on the analysis of the characteristics of scientific research quality control system and the variable qualities of scientific research quality objective, the paper explores the components of system, the function of various links and the operating mechanism. It constitutes the scientific research quality control system which combines the open - loop feed forward control with the closed - loop feedback control. According to the management practice of scientific research, the paper describes the mathematical model expressing the relation of information transmission between various links from the perspective of qualitative analysis.
