摘　　要：2008年以来,海峡两岸经济交流与合作取得一系列历史性突破,合作规模不断扩大,合作领域不断拓宽,合作形式不断创新,合作内容不断丰富,合作水平不断提高,有效地促进了双方经济发展,显著增强了两岸民众的福祉。面对世界经济形势的深刻变化和两岸经济社会发展的新趋势,我们应把握机遇,锐意进取,努力推动实现两岸经济关系正常化、经济合作制度化、经济往来自由化,逐步建立两岸经济合作的长效机制,最大限度地调动两岸各界的积极因素,最大限度地实现两岸经济的优势互补和互利共赢,最大可能地提升两岸经济参与国际竞争和抵御外部风险的整体实力。积极推进《海峡两岸经济合作框架协议》的后续商谈,支持和鼓励大陆企业赴台投资,推进两岸产业合作特别是新兴产业合作,继续采取措施帮助台商转型升级。Since 2008, we have achieved great breakthroughs in the economic exchanges and cooperation between two sides of the Taiwan Straits, such as the expanded scale and field of cooperation, the innovative pattern of cooperation, the enriched content and the improved level of cooperation. And these effectively promote the economic development and the well- being of people in both the two sides of the Taiwan Straits. Under the background of profound changes in the world economic situation and the new trend of economic and social development in both the two sides of the Taiwan Straits, we should seize the opportunities, press ahead resolutely to make new achievements, work hard to normalize cross-Straits economic relations, institutionalize economic cooperation between the two sides and make the economic exchange between the two sides to be free, gradually formulate the long-term economic cooperation mechanism, bring all positive factors into full play, promote the cross- Straits relations to develop to the mutual benefit of both sides, and improve the overall strength for economies of the two sides of the Taiwan Straits to participate in international competition and resist the external risk. We should also promote the follow- up negotiation of Economic Cooperation Framework Agreement （ECFA）, support and encourage mainland enterprises to invest in Taiwan, promote the industrial cooperation, especially cooperation in new industries, between the two sides of the Taiwan Strait, and adopt some to help Taiwan investors to realize the transformation and upgrade.
