民间组织从事对外援助:以中国扶贫基金会援助非洲为例

摘　　要：当中国学者讨论对外援助时,主要关注的是政府对外援助,而往往忽略民间对外援助。然而,后者的重要性日益提升,在某些国家甚至超过前者,以至于西方学者开始讨论"对外援助的私有化"。本文选择民间组织从事对外援助作为主题,不仅是想填补民间对外援助研究的空白,还想突显出一项重要发展,亦即在中国企业走出去之后,中国民间组织也开始走出去,并勾勒出两者之间的因果关系,以及中国政府在背后的推动作用。然而,中国民间组织如果想要更多地从事对外援助的话,还需要中国政府与中国企业的更多支持。最后,讨论这项议题对于中国外交的意义。This paper chooses NGOs' engagement in foreign aid as the theme,not only to fill gaps in the study of private foreign aid,but also to highlight an important development,that is,after Chinese enterprises go global,Chinese NGOs also begin to go global.The paper outlines the causal relationship between the two phenomena and the promoting role of the Chinese government behind all this.However,if Chinese NGOs want to engage more in foreign aid,they need more support from the Chinese government and enterprises.Finally,this article discusses the significance of the theme for China's diplomacy.
