摘　　要：政府质量管理体制的设计,从根本上决定了对质量安全风险治理的有效性。着眼于美国政府质量管理体制的一般性和规律性研究,提出风险驱动是美国政府质量管理体制演进与发展的核心特征,独立监管是美国政府质量管理机构设置与运行的主要模式,共同治理是美国政府运用市场和社会资源进行质量安全风险管理的基本制度。本文还在借鉴美国一般经验的基础上,从中国现实的质量国情出发,提出了中国政府质量管理体制改革与创新的基本思路、制度安排和治理模式。The design of government quality management institution has decided the effectiveness of the risk management of quality and safety fundamentally.Based on the general and regular study of the United States government quality management institution,this thesis proposes that risk-driven is the core feature of the United States government quality management institution＇s evolution and development;that independent oversight is the main mode of the United States government quality management institution＇s establishment and operation;that shared governance is the principal means of American government to carry out the risk management of quality and safety by taking advantage of market and social resources.Apart from that,this thesis also uses the United States＇ general experience for reference and proposes the basic train of thought、arrangement of system and model of management for the revolution and innovation of China government quality management institution from China＇s current national condition of quality.
