摘　　要：我国高校决策存在主体过于集中、程序不尽完善、论证不够充分、监督相对乏力等突出问题。构建中国特色高校科学决策体系,必须坚持行政权力与学术权力相协调、中枢统筹与分散治理相结合、自主办学与外部参与相沟通等原则,重点在构建中枢系统、完善程序规则、建立支持平台、强化监督执行等方面下工夫,适度扩大决策参与主体,强化决策咨询论证,完善教授治学内涵,努力形成多方参与、职责清晰、运行有序的运行机制。The most salient problems ot decision-maKing m H~,~. centralized subjective,incomplete procedures,unconsummated attestation, and relatively weak supervision.To construct China featured decision-making system in higher education institutions,the consistence of administrative and academic powers, the combination of centralized co-ordination and decentralized governance, and the communication of independent administration and external participation,all should be implemented. Therefore, great endeavor should be paid to constructing central system ,completing standard procedures, building supporting system, reinforcing supervision, and so forth.Through expanding participation appropriately ,reinforcing decision-making consultation and attestation,refining professor administration,a collaborative,responsible,and orderly decision-making system should be constructed.
