摘　　要：目的探索卫生事业费调整后,我军离休干部医疗统筹中干休所经费结余与不足并存等问题的途径和方法,掌握全军离休干部医疗统筹保障现状,提高总部、军区及干休所三级医疗统筹效能,为下一步加强离休干部医疗统筹管理提供依据。方法采取文献检索、实地调研和数据分析等方法,对2006～2010年全军离休干部干休所卫生事业费,门诊、住院人次、病种、消耗费用情况,大病与特殊项目费用消耗及其构成比的数据进行汇总分析,对干休所、离休干部的基本情况、存在问题进行梳理和归纳。结果与结论从离休干部医疗统筹的基本情况、存在问题和对策3个方面,深入研究了具体措施和建议。Objective To find a solution to rational use of funds for health care and to gain a clear idea of the current situation of medical overall planning for retired military officers in China so as to improve the ability of three levels of medi- cal overall planning. Methods By means of literature research, onsite study and statistical analysis, we analyzed the data on medical expenses, out-patient service, hospital service, types of disease, consumption costs, specific diseases fees and constitutional proportion between 2006 and 2010. Results and Conclusion Based on the real situation and existing prob- lems, countermeasures for medical overall planning for retired military officers are proposed.
