广东省海洋经济发展的战略思考

摘　　要：广东省区位条件优越,海洋资源丰富,海洋经济发展基础良好,是我国传统海洋大省。当前,面对国内外经济社会形势的深刻变化,广东省持续发展的比较优势正在逐步减弱。海洋经济作为国民经济重要增长点,正日益成为广东省继续保持地区活力和龙头地位的重要突破口。通过对广东省海洋经济发展基础和现状、存在问题和面临形势的深刻分析,提出未来十年广东省要加快以粤港澳为核心的国际航运物流中心建设、以适度从紧和集约利用为原则规范围填海活动、加强珠江流域和近岸水域综合整治和生态修复、繁荣海洋文化产业以及推动建立南海海洋经济圈为战略重点。Guangdong province is a traditional maritime province, with superior location condition, rich marine resources and fine foundation for marine economy. At present, facing with profound changes in domestic and international economic and social situation, the comparative advantage of the sustainable development of Guangdong is gradually weakened. As an important economic growth point, the marine economy is increasingly becoming an important breakthrough in Guangdong to continue to maintain regional vitality and leading position. Based on the in-depth analysis of marine economy foundation and development situation, this paper presents that in the next decade Guangdong should accelerate the international shipping and logistics center as the core of Hong Kong and Macao, arrange reclamation activities with the principle of properly tight and intensive use, strengthen the comprehensive improvement and ecological restoration of the Pearl River Basin and coastal waters, prosper marine culture industry and promote the establishment of the South China Sea economic circle.
