摘　　要：海洋战略性新兴产业的发展对海洋经济和我国未来的经济发展有着举足轻重的作用。论文基于对现有产业选择理论依据的梳理,按照主导产业-海洋产业-战略性新兴产业的发展思路,结合海洋产业的特点和适用性,总结出海洋战略性新兴产业可选择的理论依据,并从四个方面对其进行了论述。提出:海洋战略性新兴产业的选择应以主导产业的选择理论为基础。扩散效应与低碳产业链相结合,形成产业关联度大,并能够形成产业集群的低碳产业链。相比其他产业而言更注重国际上倡导的可持续发展和环境友好型发展。要突出新兴产业技术核心的特征来发展海洋战略性新兴产业。形成特别是以自主创新为核心的技术产业化。同时,改善就业等问题。望予海洋战略性新兴产业选择以借鉴。The development of the marine strategic emerging industries plays the key role in the process of developing the marine economy and the national economy in future. Based on the summing up of the existing industries choosing theory, this paper summarizes the optional theories of the marine strategic emerging industries and makes a discussion from four aspects according to the developing thought that is domain industries, then marine industries, strategic emerging industries at last. Meanwhile, it combines the features and applicability of marine industries. It points out that the choices of the marine strategic industries should be based on the choosing theory of domain industries. The diffusion effects and the low carbon industry chain will lead to the great correlation between industries. The low carbon industry of industry cluster will be come into being. Compared with other industries, the marine strategic emerging industry pays much more attention to the sustainable development and environment friendly development that has been advocated in the globe. We should develop the marine strategic emerging industries by emphasizing the features of new emerging industries. Meanwhile, solving the employment problems will be necessary and hoping that it will be helpful to choosing the marine strategic emerging industry.
