摘　　要：根据压载水对海洋环境污染,世界各国对压载水排放控制的现状,压载水更换操作,压载水处理设备研制与认证及公约对我国产生的影响,认为我国应尽快实施到港船舶压载水置换标准,应加大政策和资金支持力度,促进我国压载水处理系统的研发和产业化,从而保证在履约过程中的主动地位。The pollution of ballast water to the ocean,the status of controlling the emission of ballast water in countries of the world,the operation of ballast water changes,the development and certification of ship ballast water treatment and the effects of the conventions of control and management of ship ballast water to our country were analyzed.The authors conclude that we should carry out the replacement standard of ship ballast water as soon as possible,and promote the study and industry of ship ballast water treatment system in order to guarantee our initiative position.
