欠发达地区旅游开发战略研究——以浙江省丽水市为例

摘　　要：欠发达地区拥有丰富的原生性生态旅游资源和垄断性的文化旅游资源,这些旅游产品正在成为旅游热点。发展旅游产业是经济欠发达地区提高经济增长速度、加速老百姓脱贫致富的有效措施。但在旅游开发过程中普遍存在开发起点低、规划不合理、重复建设等问题。以浙江省丽水市为例,提出欠发达地区的旅游开发要做好整体的科学规划;加强内部资源的整合,突出地方旅游资源优势;借助发达地区的平台加强区域协作;学习借鉴外地成功经验;坚持生态环境保护优先原则,以当地居民的利益为重,加大基础设施改善力度等开发理念。Underdeveloped regions are rich in original eco-tourism and unique cultural tourism resources. These tourism resources are becoming a tourist honeypots. To develop tourism industry is an effective measure for underdeveloped regions to speed up economic growth and help residents to get better-off. However, during the process of developing tourism in underdeveloped regions, many problems like the low level of development, the unreasonable planning, the redundant projects and so on still remain. Based on the situations of Lishui City of Zhejiang province, the present paper proposes some development ideas like intensifying the overall scientific planning, strengthening the integration of internal resources, employing the advantages of the local tourism resources, enhancing regional cooperation through the platforms of developed regions, learning from the successful experience protection, giving priority to the on. of other interest places,adhering to the priority principle of ecological environment of the local residents, making efforts to improve infrastructure and so on.
