摘　　要：从"失地农民"的养老保障视角出发,通过对中国现行的社会保障体系与"失地农民"的养老保障制度关系的分析,指出了影响失地农民养老保障的制度因素及非制度因素,并通过分析现有养老保障制度存在土地补偿费用的不合理、家庭养老保障功能弱化的问题,提出构建城乡一体化、责任共担政府主导、稳定失地农民生活水平,并独立于现行的社会保障体系的平稳的养老保障制度体系。The article focuses on the perspective of endowment insurance of the ＂landless peasants＂, through analy- zing the relations of current social security system and endowment insurance of the ＂landless peasants＂, tries to iden- tify institutional factors and non-institutional factors affecting the landless peasants＇ endowment security. Then it dis- cusses the deficiency of existing system in China such as unreasonable land compensation and weakening family secur- ity, and puts forward some proposal on how to establish a stable independent Government-led and responsibility- shared endowment insurance system in which the integration of urban and rural areas can be established and landless peasants＇ living level can be kept,
