完善北京高校科技成果处置权和收益权的思考

摘　　要：分析了北京地区中央高校和市属高校当前科技成果处置权和收益权现状,认为北京高校存在科技成果处置权和收益权较少、科技成果入股股权激励比例偏低和处置存在不规范现象等问题,进而提出加强科技成果管理、成立国有资产经营管理公司、授予高校更多权限、扩大股权激励比例和范围等有针对性的改进建议。The author analyzed current status of right of disposition and right to earnings of scientific and technological achievements of central colleges and municipal colleges in Beijing area. There are existing problems of less fight of disposi-tion and right to earnings of scientific and technological achievements, low incentive ratio of equity of scientific and techno-logical achievements and barbarism of disposition. Finally, the author put forward improving suggestions of strengthening man- agement of scientific and technological achievements, building state-owned assets operations management companies, granting more permission of colleges and expanding incentive ratio and range of equity.
