青岛产业行业专利技术创新能力分析与评价——基于IPC分类的视角

摘　　要：当今技术创新已成为转变经济发展方式、实施知识产权战略的驱动力,专利作为发明创造活动的重要产出指标,与技术创新的关联十分紧密。基于IPC分类的视角,对青岛市120个专利技术行业进行分析,对青岛产业行业的技术创新能力做出评价。结果显示:青岛产业发展的主导性行业已现雏形,在战略性新兴产业领域中形成了一批活跃技术行业,但同时存在技术源头创新能力较弱、中小企业知识产权意识淡薄、一些具有固有优势的传统产业技术创新发展后劲不足等问题。At present,the technology innovation has become a driving force to transform the pattern of economic development and to implement the IPR strategy.As an important output indicator of invention activities,patent is closely related to technology innovation.We analyze 120 patent technology firms in Qingdao from the perspective of IPC classification,and evaluate the innovation capability of patent technology of Qingdao industry.The results show that the leading industries of Qingdao development have started to form and a batch of active technology industries have come into being in the field of strategic emerging industries.At the same time,there still exist some disadvantages,for example,technology source innovation capability is weak,the awareness of intellectual property rights is still feeble in small and medium-sized enterprises and some of traditional industries,which have inherent advantage,do not have sustaining development of technical innovation in the future.
