摘　　要：中国科学院国家科学图书馆针对中国科学院数字科研知识环境建设需求,提出机构知识库发展策略和建设推广模式。机构知识库建设是一项系统工程,涉及技术、服务、法律等复杂问题的处理与对策方案。以工作实践为基础,围绕中国科学院机构知识库建设战略发展目标制定的系列推广与服务工作机制,对推广与服务实践中的制度、方案与工作办法进行说明。National science library proposes the development strategy of Institutional Repository （IR）, and its construction and promotion model for Chinese Academy of Sciences（CAS）. IRs construction is a systematic project which involves the solving of complex problems of the technology, services and legal issues, and their corresponding countermeasures. Based on the practice and strategic plan of CAS IRs construction, this paper sets up a serious of promotion and working mechanism, and describes their regulation, plan and working methods.
