摘　　要：建设方(北京市轨道交通建设管理有限公司)首次在北京地铁亦庄线信号工程建设中直接引入了工程第三方独立安全评估。介绍了亦庄线信号工程独立评估团队的组织架构,以及在建设过程中所做的安全管理工作:如何判断信号系统风险已经降低到可以接受的水平,独立安全评估如何实施,独立安全评估对工程项目建设带来的变化,等等。During the construction of Yizhuang Line of Bejing metro, the construction party （Beijing Rail Transit Construction and Management Company） first introduced in an independent Third-party security assessment based on CENELEC standards and the ISA. In this paper, the structure of this independent evaluation team and their management in the safety construction are introduced, how to judge the acceptable level of the decreased risks in signal system, how to implement independent safety evaluation, as well as what changes in the project engineering could be brought about by the evaluation are discussed.
