摘　　要：《乡村医生从业管理条例》规定乡村医生有为村民提供公共卫生和基本医疗服务的义务;目前,乡村医生提供的基本公共卫生服务,主要通过政府购买服务的方式进行合理补助。在政策实施过程中,被购买服务的乡村医生人选受所在村卫生室法律性质和地位的限制,乡村医生提供的公共卫生服务多数流于形式,而且,绩效考核也不严格。目前,补助标准相对偏低,无法调动乡村医生从事公共卫生服务的积极性。从法律上建立和完善公共卫生服务提供机构的准入条件。完善对乡村医生提供公共卫生服务的绩效考核,不断完善对政府购买服务的补助方式。Public health services in rural areas are mainly provisioned by rural doctors as parties to contract for government procurement of public health service. The lower level of subsidy and the lack of effective performance evaluation system in this area provide a reverse incentive for country doctors and result in widespread perfunctory form and irresponsibility. In order to turn things around, entry criteria for providing public health services should be upgraded, performance evaluation test be improved and the way government subsidies granted refined.
