摘　　要：文章介绍了城镇居民医疗保险筹资标准的测算方法,分析了现行居民医保筹资机制中存在的不足,并从筹资方式、筹资标准等方面提出了完善居民医保筹资机制的建议。利用镇江市居民医保人均医保支出额及医疗费用情况,通过粗估测算法和几何平均数法,以2011年为基准,按保险因子分别为0%、5%及10%测算出2012～2016年镇江市居民医保筹资标准,并确定适宜的各方分担比例。测算出的筹资标准,从城镇居民可支配收入方面考虑具有经济可行性。This research introduces the premium calculation of urban resident basic health insurance system, and analyses the problems of the financing mechanism ,finally throws out improvement suggestions on aspects such as financing pattern.premi- um and so on. Through some health insurance methods and actual medical expenses in Zhenjiang,this article forecasts the premi- um in 2012 ~ 2016 under the different insurance factors of 0% .5% and 10% based on 2011 and determines appropriate parties share proportion. The premium calculated has economic feasibility from urban residents＇ disposable income into consideration.
